Technological progress, essential to the economy of an industrial nation, must be subject to checks and controls to prevent the destruction of landscapes and pollution of the quality of life. Using schoolchildren to represent the various interests concerned, the film debates the problems, with visits to various locations to illustrate the issues at stake.
