In l982, Choi Ik-hyun works as a customs officer at the Busan Port, where he and his colleagues accept bribes and smuggle goods. About to lose his job, Ik-hyun discovers a huge amount of drugs by chance, and meets up with gangster Choi Hyung-bae to sell the drugs to the Japanese yakuza. Discovering that he and Hyung-bae are part of the same Choi family clan from Gyeongju, Ik-hyun quits his job and becomes a full-time businessman. Ik-hyun and Hyung-bae establish a partnership and rise to the top in the Busan underworld. But when the government declares war against organised crime in 1990, difficulties arise when Ik-hyun finds himself having to choose where his loyalties lie in order to survive.
